Monitoring Committee

 

Operational Programmes Monitoring Committees (MC) are appointed by the Minister of Regional Development. The work of the Monitoring Committee is chaired by a representatives of the Minister of Regional Development. The service of the Monitoring Committee works is ensured by the Monitoring Committee Secretariat established by a relevant OP Managing Authority or ROP Managing Authority. Monitoring Committee shall meet as required but not less frequently than once every six months. Monitoring Committee consists of:

  • Chairman of the Committee,
  • representative of the Managing Authority,
  • representative of the NSRF Coordinator,
  • representative of ministries competent for the scope of activities implemented under individual Operational Programmes,
  • representative of the Minister of Finance,
  • representative of the institution coordinating Lisbon process in Poland,
  • representative of the Certifying Authority,
  • representative of the local and regional authorities,
  • representative of the socio-economic partners,
  • representative of the Strategic Coordination Institution,
  • representative of the Prime Minister.

The representatives of the Commission, European Investment Bank, European Bank for Reconstruction and Development as well as European Investment Fund can take part in the Committee meetings as advisors and observers.

Also other persons invited by the Chairman can participate in the meetings of the Monitoring Committee. They take part in the meetings as observers.

The Ministry of Regional Development Guidelines on Monitoring Committees establish the procedure of selecting socio-economic partners to take part in the Monitoring Committee, so as to ensure a wide representation corresponding to the specific character of the programme and specific economic sectors.

Monitoring Committee can make a decision to appoint a Monitoring Sub-Committee for selected priority axes to which it delegates part of its tasks related to monitoring. The Committee can appoint permanent Working Groups, especially for the purpose of proper evaluation of submitted applications and to monitor the actions of horizontal nature (such as equal opportunities, environmental protection, information society). It can also use opinions of independent experts or services of other institutions. The specific composition of the Monitoring Committee, as well as its work method and rules of operation are determined by the Managing Authority.

Tasks

The tasks of the Committee cover among others the following:

  • considering and approving criteria for projects selection under the Operational Programme and approval of any possible changes to these criteria,

  • periodic progress evaluation within the scope of achieving the programme objectives performed on the basis of documents submitted by the Managing Authority,

  • analysing programme results and results of the programme implementation evaluation,

  • analysing and approving programme implementation annual reports and final reports,

  • familiarising with annual reports concerning programme control and with the remarks to these report provided by the European Commission,

  • submitting to the Managing Authority suggestions concerning changes or operational programme analysis, which facilitate implementation of the Structural Funds and Cohesion Fund objectives,

  • analysing and approving all proposals of changes to the contents of the Commission decision on the fund’s contribution.
